Energy Performance Certificates - EPC - Posted 12/02/2008 Overview The same energy performance certificates that have been introduced as part of the HIP, are now due to be introduced for rented properties by the end of 2008. If all goes to plan (unlike the Home Information Packs, which were delayed due to a lack of Domestic Energy Assessors), then it will be illegal to advertise a property to rent unless it has an Energy Performance Certificate (EPC), which looks like the coloured bars on many domestic appliances such as fridges. The legislation will allow a fine of £200 for failure to comply. Problems One of the major issues with the introduction of the introduction of EPC's is that to make a property more energy efficient the cost will be to the landlord, whilst the gain will be to the tenant. However, there are grants available in certain areas, and you should enquire with Cardiff County Council to see if you qualify Practical issues regarding inspections have also been raised such as inspectors being unable to access certain areas, such as under floorboards to ascertain the true energy efficiency of the property. Naturally, it is usually going to be possible to improve the energy efficiency of a property, but it is important to realise that this will come at a cost. For example, fitting photovoltaic solar panels to save £100 a year, at a cost of £10 000 to £18 000, will be an unattractive option for most landlords.
